Your letter of the 23rd instant marked private & confidential having reference to the Fatshen Boycott.
You say in your covering letter, that you hope I may see way to still further explain your position to the Secretary of State and to Sir J. Jordan. I am most ready and anxious to give them your point of view as fully as I possibly can. I think that I cannot effect this better than by attaching a copy of your letter, and since It is marked private and confidential I have marked my despatch "Confidential” also.
2. With regard to your remarks in the second paragraph on page 2 of your letter I do not wish at the present moment to press you to disclose the names of the merchants who will no longer ship with your Firm, if you should rather not do so, and if no illegal pressure is being brought to bear upon them to cause them to abstain I agree with you that mere persuasion would be likely to have little effect, and no compulsion is in the circumstances within the power of Government.
It is however within the power of Government to assure them of protection to the utmost of its ability against any illegal acts
